Problem

Official transcripts of committee hearings are often delayed by a year or more, or require expensive private services for timely access. This hinders both congressional staff’s ability to quickly analyze hearing content and the public’s access to information.

Solution

  • Real-Time Transcript Generation: Implement AI-powered speech-to-text tools to create immediate (though potentially not perfectly accurate) transcripts of committee proceedings. Publish these transcripts on a dedicated, static website.
  • Automated Summarization: Explore the use of AI-based summarization techniques (e.g., natural language processing) to generate concise summaries of the key topics discussed in each hearing.
  • Format Versatility: Publish transcripts in multiple formats, including EPUB for e-readers. Integrate the transcripts with the “Unified Hearing & Markup Data” project (described above) to provide a comprehensive record of each proceeding.
